Reports & Indices
The Hook: One Number That Changed a Country's Reputation
In 1990, a Pakistani economist named Mahbub ul Haq did something radical. He argued that a country's success should not be measured only by how much money it makes (GDP), but by how well its people live — how long they live, how much they learn, and what they earn. The result was the Human Development Index (HDI), published by the United Nations Development Programme (UNDP). Overnight, countries that looked "rich" on paper were exposed as poor in human terms, and some modest economies (like Sri Lanka in South Asia) suddenly looked like stars.
That is the power of a report and an index. One table, one rank — and governments celebrate, defend, or scramble to explain. That is exactly why examiners love this chapter: SSC, Banking, Railway and State PCS papers regularly ask questions from reports and indices, and the questions are almost always about who publishes it, who topped it, and where India stands.
Learning Objectives
By the end of this chapter, you will be able to:
- Name the publishing organisation of every major report/index (the most-asked fact).
- Recall the topper country and India's position in key indices (with the year).
- Distinguish between confusing pairs (HDI vs GHI, CPI the corruption index vs CPI the inflation index).
- Spot the examiner's favourite traps before they trap you.
1. What Is a Report? What Is an Index?
- A report is a detailed document analysing a theme — e.g., the *World Development Report*.
- An index is a ranking tool: it converts many indicators into one score, so countries can be compared — e.g., the *Human Development Index*.
Think of it this way: a report is the full answer sheet; an index is the merit list.
🧠 Active Recall: Who created the HDI concept, and which organisation publishes it?
2. The Big International Indices (The "Must-Know" Table)
2.1 Human Development Index (HDI)
- Publisher: UNDP (United Nations Development Programme), HQ — New York.
- Measures: Life expectancy, education (expected & mean years of schooling), per capita income (GNI).
- Scale: 0 to 1. Started in 1990.
- As of the 2023–24 report: Switzerland ranked 1st; India ranked 134 (in the "medium human development" category).
2.2 Global Hunger Index (GHI)
- Publisher: Concern Worldwide (Ireland) and Welthungerhilfe (Germany) — not a UN body. This is a classic trap!
- Measures: Undernourishment, child stunting, child wasting, child mortality.
- As of GHI 2024: India ranked 105 out of 127 countries.
2.3 Corruption Perceptions Index (CPI)
- Publisher: Transparency International, HQ — Berlin, Germany.
- Measures: Perceived corruption in the public sector (score 0 = highly corrupt, 100 = very clean).
- As of CPI 2024: Denmark topped; India ranked 96.
2.4 World Happiness Report
- Publisher: UN Sustainable Development Solutions Network (SDSN).
- As of 2024: Finland topped (7th time in a row); India ranked 126.
2.5 Global Gender Gap Report
- Publisher: World Economic Forum (WEF), HQ — Geneva/Cologny, Switzerland.
- As of 2024: Iceland topped (its long-standing position); India ranked 129.
2.6 World Press Freedom Index
- Publisher: Reporters Without Borders (RSF — Reporters Sans Frontières), HQ — Paris.
- As of 2024: Norway topped; India ranked 159.
2.7 Global Innovation Index (GII)
- Publisher: World Intellectual Property Organization (WIPO), HQ — Geneva.
- As of 2024: Switzerland topped; India ranked 39 — a steady climber.
2.8 Henley Passport Index
- Publisher: Henley & Partners (based on IATA data).
- Measures: How many destinations a passport allows visa-free/visa-on-arrival access to.
- As of 2024: Singapore held the top spot.
🧠 Active Recall: Close the book. Write down the publisher of: GHI, CPI, Press Freedom Index, GII. Now check — did you wrongly write "UN" for GHI?
🔗 Static–Dynamic Link
The Ease of Doing Business index (World Bank) was a favourite exam question for years. But in 2021 the World Bank discontinued it after data-irregularity findings. If an old question paper asks about it, remember: it is now history — the World Bank is developing a replacement called B-READY (Business Ready). Examiners still ask "which body published Ease of Doing Business?" — answer: World Bank.
3. India's Own Reports & Indices
3.1 NITI Aayog Indices
- SDG India Index: Ranks states/UTs on Sustainable Development Goals.
- India Innovation Index: Ranks states on innovation capacity.
- Composite Water Management Index, School Education Quality Index (SEQI), Health Index — all NITI Aayog products.
- Remember: NITI Aayog replaced the Planning Commission in 2015.
3.2 Other Key Indian Reports
- Economic Survey: Presented in Parliament one day before the Union Budget; prepared under the Chief Economic Adviser.
- India State of Forest Report (ISFR): Published by the Forest Survey of India (Dehradun), every two years (biennial).
- National Family Health Survey (NFHS): Conducted by the Ministry of Health & Family Welfare; IIPS Mumbai is the nodal agency.
🧠 Active Recall: Which report comes one day before the Budget? Which Indian report is biennial?
4. Mnemonics to Lock It In
Mnemonic 1 — "UNDP Helps Humans" → HDI = Human = UNDP. (The only UN index most exams test deeply.)
Mnemonic 2 — "Hungry Germans & Irish" → Global Hunger Index = Concern Worldwide (Ireland) + Welthungerhilfe (Germany). Not the UN, not FAO!
Mnemonic 3 — "Transparent Berlin, Free Paris, Happy Helsinki" →
- Corruption index → Transparency International → Berlin
- Press Freedom → RSF → Paris
- Happiness topper → Finland (Helsinki)
Mnemonic 4 — "WEF Watches Women" → Gender Gap Report = World Economic Forum.
5. Summary Table (High-Yield)
| Index / Report | Publisher | Topper (latest) | India (latest) | Frequency |
|---|---|---|---|---|
| Human Development Index | UNDP | Switzerland (2023–24) | 134 | Annual |
| Global Hunger Index | Concern Worldwide + Welthungerhilfe | — | 105 (2024) | Annual |
| Corruption Perceptions Index | Transparency International (Berlin) | Denmark (2024) | 96 | Annual |
| World Happiness Report | UN SDSN | Finland (2024) | 126 | Annual |
| Global Gender Gap Report | WEF | Iceland (2024) | 129 | Annual |
| World Press Freedom Index | RSF (Paris) | Norway (2024) | 159 | Annual |
| Global Innovation Index | WIPO (Geneva) | Switzerland (2024) | 39 | Annual |
| Henley Passport Index | Henley & Partners | Singapore (2024) | — | Periodic |
| Ease of Doing Business | World Bank | Discontinued 2021 | — | Discontinued |
| India State of Forest Report | Forest Survey of India | N/A (state-wise data) | — | Biennial |
*(Ranks change every year — always attach the year when revising.)*
⚠️ Caution: Examiner's Trap
Trap 1 — "लगभग सही कथन" (Almost-True Statement):
"Global Hunger Index is published by the Food and Agriculture Organization (FAO) of the UN." Sounds 90% right — hunger = food = FAO, right? Wrong. GHI is published by two NGOs: Concern Worldwide and Welthungerhilfe. FAO publishes the *State of Food Security and Nutrition in the World (SOFI)*. Examiners deliberately swap these two.
Trap 2 — "समान नाम/वर्ष" (Similar Names Confusion):
CPI appears twice in GK: Corruption Perceptions Index (Transparency International) and Consumer Price Index (inflation, released in India by NSO, MoSPI). A question saying "CPI is released by the Labour Bureau" mixes both worlds. Read the full form in the question before answering.
Trap 3 — "नकारात्मक वाक्यांश" (Hidden Negative):
"Which of the following is NOT published by the World Economic Forum?" Options: Global Gender Gap Report, Global Risks Report, Global Competitiveness Report, World Happiness Report. Students who skim miss the "NOT" and pick Gender Gap. The answer is World Happiness Report (UN SDSN). Circle the NOT/EXCEPT the moment you see it.

📅 Revision Planner
After 2 days (Blurt Test): Take a blank page. Write all 10 indices from the summary table with publisher + topper + India's rank — from memory. Check against the table. Any wrong publisher gets a star; revise stars daily.
Weekly (Trap Drill): Re-read the Examiner's Trap box. Then quiz yourself only on the confusing pairs: GHI vs SOFI, CPI vs CPI, WEF vs UN reports.
Monthly (Update Check): Ranks change every year. Once a month, check the latest edition of the top 5 indices on official sites (UNDP, Transparency International, WEF, RSF, WIPO) and update your table with the new year tag.
Review after 2 days — non-negotiable. Memory of ranks decays fastest in the first 48 hours. One 10-minute blurt session now saves three hours of re-reading later.
